What is a ChatGPT plugin in 2026?

A ChatGPT plugin in 2026 is a package people discover, install, share and publish in ChatGPT and Codex. It can contain skills, which are written instructions for a workflow, one or more MCP servers that give ChatGPT tools to read and act in an outside product, and optional interface extensions such as a sidebar view or file viewer. The word plugin has meant three different things at OpenAI in four years. If you last looked in 2023, or even in 2025, most of what you remember no longer applies.

This guide describes the system as OpenAI documents it in October 2026.

The short version

A plugin is a package. People find it in a directory, install it, and then use it by talking to ChatGPT. OpenAI's developer documentation defines plugins as "the packages people discover, install, share, and publish in ChatGPT and Codex".

Inside the package there can be up to three kinds of thing.

A plugin can be skills only, a server only, or any mix.

Apps, plugins, connectors: the vocabulary

You will meet all three words, sometimes on the same page.

  • Plugin is what gets listed, installed and shared.
  • App is the connection to an outside service inside a plugin. The Help Center puts it this way: an app connects ChatGPT to a service such as Slack, and a plugin brings apps and skills together for a task.
  • Connector and Apps SDK are older names that survive in URLs, permission names and a few admin screens.

For a company deciding what to build, the practical reading is: you build an MCP server, it becomes an app, and you ship it inside a plugin.

How this differs from 2023 and 2025

2023 plugins described an existing web API with an OpenAPI file and a manifest. ChatGPT read the file and called the API. That system was retired.

2025 apps introduced the Model Context Protocol as the connection and added interface components.

2026 plugins keep that foundation and add packaging: skills, a shared directory for ChatGPT and Codex, a submission flow with automated scans, and extensions that put a plugin's interface into ChatGPT itself.

If a tutorial tells you to write an ai-plugin.json file, it is describing 2023.

How people find a plugin

OpenAI's Help Center lists the routes:

  1. The directory, with categories such as Popular and New & Noteworthy, and tabs for public plugins, your workspace's plugins, your own, and the ones you have installed.
  2. A suggestion during a conversation, which the person can review and install.
  3. A direct link from the company that made it.

What appears depends on the person's plan, workspace, role and region. In a company workspace, administrators decide which plugins people can install.

Some plugins show an OpenAI Verified badge. OpenAI says it works with selected developers to review those for quality, reliability and usefulness. It is a program OpenAI runs, not a tier you can apply for in the submission form.

How a plugin gets called

Once installed, a plugin can be used in three ways:

  • Automatically. ChatGPT uses installed plugins when they are relevant to the request.
  • By name. The person types @ and picks the plugin.
  • From the composer. The plus menu or the Plugins control.

In the automatic case, ChatGPT is matching the request against the names and descriptions of your tools. Those descriptions are the most important copy in the whole plugin. Our MCP architecture guide covers how to write them.

What a plugin can do

  • Read live data from the person's own account in your product
  • Take actions there, with ChatGPT asking for confirmation on the ones that matter
  • Return structured results ChatGPT can reason over
  • Work alongside other plugins in a single request
  • Show its own views inside ChatGPT, where extensions are supported
  • React to events in your product, where MCP Events is supported

What a plugin cannot do

  • Reach people who have not installed it, except as a suggestion OpenAI chooses to show.
  • Sell software. OpenAI limits commerce in plugins to physical goods. Digital products and subscriptions are not allowed.
  • Advertise. Advertising inside plugins is prohibited.
  • Duplicate ChatGPT. A plugin must offer something ChatGPT does not already do.
  • Bypass permissions. Installing a plugin never grants more access than the person's own account and their workspace allow.
  • Run on your laptop for the public. A public plugin's server must be on a public HTTPS address.

Trying one before you build

You can connect an MCP server to ChatGPT privately before any review. OpenAI's developer documentation describes adding a custom MCP server from the Plugins page and creating it as a plugin.

Access varies by plan. The Help Center says full MCP support including write actions is in beta for Business, Enterprise and Edu, where an administrator enables developer mode, and that Pro users can connect MCP servers with read and fetch permissions. Check your own plan before you assume a teammate can test with you.

OpenAI also provides Plugin Creator: install it from the directory, start a chat with @plugin-creator, and describe the plugin you want. It is a good way to make an internal plugin from skills and existing apps. It does not build the server in front of your own product.

Is it worth building one

That depends on your product, not on the platform. A plugin earns its place when customers repeat a workflow that needs data in their own account, and you can name the questions they would ask. It does not when ChatGPT already does the job or when there is nothing to act on.
